The $10.7-Billion deal, including $1.7 Billion of Zain's debt, was signed in Amsterdam, the base of Zain's African unit on March 30. Bharti Airtel will pay $ 7.9 Billion ($ 400 Million will be paid in 6 months) once the transfer of assets is completed and another $700 million after one year.
In fulfillment of its debt obligations, Zain has repaid the $4 Billion Revolving Credit Facility which the company entered into in July 2006. Zain has so far made $2.7 Billion in profits from the sale of its African assets to India’s Bharti Airtel, which will be booked in the second quarter of this year.
With Zain Africa's 42 million customers, Bharti Airtel will have over 180 million subscribers in 18 countries, making it the world's fifth-largest mobile phone operator. The deal will also give Bharti a firm foothold in the relatively untapped African market and the combine will have revenues of $13 Billion and EBITDA of around $5 Billion.

الجهاز الفني لدراسة المشروعات التنموية والمبادرات

الرومي: 500 مليون دينار التكلفة الأولية للمشروع
طرح تطوير فيلكا على الاستشاريين يونيو المقبل
حسن ملاكدافع رئيس الجهاز الفني لدراسة المشروعات التنموية والمبادرات عادل الرومي عن قانون «بي. أو. تي»، قائلا انه عملي، ويمكن التعامل معه بشهادة البنك الدولي وذوي الاختصاص، مؤكدا ان المشاريع التنموية وفقا لهذا القانون بدأت طريقها الى التنفيذ، بعد ان انتقلت من مرحلة الافكار الى التطبيق. وأعلن الرومي في مؤتمر صحفي عقده أمس عن تفاصيل طرح مشروع تطوير جزيرة فيلكا، والية المشاركة فيه من قبل الجهات الراغبة من القطاع الخاص، مؤكدا انه سيتم طرحه على المكاتب الاستشارية في 15 يونيو المقبل، للتأكد من جدواه الاقتصادية، وتحديد الجدول الزمني للتنفيذ، وكل التفاصيل المتعلقة به، وكذلك تحديد المعايير التي سيتم طرح المشروع على أساسها، لتكون الصورة واضحة أمام القطاع الخاص. وبين ان التكلفة المتوقعة للمشروع تصل الى 500 مليون دينار، على ان يتم تأسيس شركة مساهمة عامة، وبواقع %50 للقطاع الخاص، وتحديدا الشركات المدرجة في البورصة، الى جانب الشركات التي سيتم تأهيلها عن طريق الجهاز الفني، و%50 اكتتابا عاما.وقال الرومي ان هناك مجموعة من المشاريع التنموية سترى النور قريبا، وتمت الموافقة المبدئية على طرحها من قبل اللجنة العليا للمشروعات، منها ستة مشاريع مع بلدية الكويت، تتمثل في:
1- مركز خدمة الشاليهات.
2- المدن العمالية.
3- تطوير شارع عبدالله الأحمد.
4- استراحات الطرق السريعة.
5- مركز الفنطاس التجاري.
6- تدوير النفايات الصلبة.
وكذلك خمسة مشاريع أخرى مع الطيران المدني وهي:
1- فندق المطار.
2- مرافق الصيانة الثقيلة للطائرات.
3- مرافق الشحن ضمن مدينة الشحن الجوي.
4- محطات الوقود.
الى جانب أربعة مشاريع مع الادارة العامة للجمارك تتمثل في مايلي:
ـ انشاء دائرة جمركية لتخزين المواد الكيميائية الخطرة، والنفايات غير الخطرة ومبيدات الآفات الخطرة، والمواد المستنفذة لطبقة الاوزون.
ـ انشاء دائرة جمركية للبريد السريع.
ـ تيسير الاجراءات الجمركية (جمارك مول).
ـ مستودع جمركي لاقامة المعرض السنوي للذهب والمجوهرات.
وكذلك ثلاثة مشاريع مع وزارة المواصلات وهي:
1- مشروعا المترو.
2- السكك الحديدية.
3- مشروع مركز خدمة الشاحنات وباصات النقل الخارجي.
فضلا عن مشروعين مع وزارة الكهرباء وهما:
1- محطة توليد الطاقة الكهربائية التقليدية.
2- محطة الطاقة الكهربائية الشمسية.
ومشروعان مع جامعة الكويت وهما:
1- فندق جامعة الكويت.
2- تطوير الواجهة البحرية بالشويخ.
من جانبه، قال نائب مدير عام بلدية الكويت لشؤون المشاريع والبيئة، ورئيس لجنة مشروع فيلكا المهندس يوسف المناور: ان البلدية انتهت من تحديد الأراضي والملكيات، والاستعمالات لجزيرة فيلكا، وبدأنا نسير بالاتجاه الصحيح نحو التنفيذ، مشيرا الى ان المشروع توقف لمدة خمس سنوات لغاية صدور قانون الـ «B.O.T».

Kuwait records $28.9 Billion surplus
Kuwait posted a budget surplus of $28.9 billion in the first 11 months of the fiscal year 2009-2010, with revenues totaling $55.5 billion. Oil revenues contributed $52.5 Billion or 94.7% of total income. The state's spending during the 11 month period was $26.6 billion.
Zain - Bharti Airtel Deal

Zain sealed a $10.7 Billion deal with Bharti Airtel an Indian mobile operator to sell Zain's operations in 15 African countries (excluding Sudan & Morocco) with a total customer base of over 42 million.
Zain stated in a press release dated today "The transaction implies an equity value of US$9 billion and consideration will be fully satisfied in cash, of which US$8.3 billion will be paid upon closing and US$0.7 billion will be paid one year from closing. Bharti Airtel will assume US$1.7 billion of consolidated debt obligations. "

Kuwait's development plan

Kuwait National Assembly (Majles Al-ommah) approved on the 14th of January 2010 session the government's proposed "five" years or actually 4 year development plan which is the first since 1986!!, and it is estimated to cost 37 Billion Kuwaiti Dinars (130 Billion US Dollars) spent over 4 years period.
The plan includes the already signed for development of Sheikh Jaber Hospital in Junob Al-Surra Area, expansion of existing hospitals, the suspended bridges project (commenced next month), the second terminal building at Kuwait International Airport, development of new cities, and other projects. This will surely help revamp the ailing private sector and restore Kuwait's aging infrastructure and drive us out of the recession.

Global back in business

Regardless of the causes that led one of the leading investment companies in the middle east to default on $1.7 billion debt, they have achieved a number of milestones in a challenging environment to prevent bankruptcy. During the past weekend Global signed a formal restructuring agreements with 53 local and foreign banks putting an end to defaults. Today Kuwait Stock Exchange reacted handsomely to the news.
Now what's next?
According to Global, the management will focus on their core business in brokerage, investment banking and asset management. Though, the income generated from this area can barely cover the cost of finance, they will end up liquidating their investments to repay the loans. Whether or not they can liquidate at favorable levels? only time will tell.
The key terms of the restructuring plan (as mentioned in their press release):
• New multi-currency conventional, Islamic and bilateral facilities totaling USD 1.73bn which will be utilized to discharge the existing facilities and are largely based on the terms of Global's existing syndicated facilities.
• The facilities will be amortized over three years primarily using the proceeds from the sell down of assets in the Global Macro Fund.
• Initial facility pricing of a relevant benchmark plus 150 bps stepping up by 1% each year.
• Repayments of debt will be applied on a pro rata basis against the debt owed to Global's creditors (including the bondholders) who will share in the proceeds of such repayments and any enforcement on the terms set out in an intercreditor agreement.
• The obligations under the new facilities will be secured by Global (or its relevant subsidiaries) granting security over the units in the Global Macro Fund, shares in Real Estate Holdco and certain of its subsidiaries, property held directly/indirectly by Real Estate Holdco and accounts holding the proceeds from the realization of assets in the Global Macro Fund (and certain of Global's other income streams), in each case, in favour of the financiers (including the bondholders) on a pari passu basis.
• Other than the grant of security referred to above, the terms of the three bond issues of KD115 million (USD0.40bn) by Global remain unchanged.
